What is a Neighborhood Council?
WE are “stakeholders” in our community.
WE are tenants, homeowners, property and/or businessowners, employees, people served by community organizations and social service agencies.
WE are YOUR neighbors.
WE are funded and advised by the City of Los Angeles.
WE are notified by City Council of what businesses want to move into our area and when the existing businesses are planning changes.
WE speak up on community issues and City Council LISTENS to our collective voices.
WE can improve city services, beautification of our neighborhoods, and public safety.
WE promote public participation, creating a sense of community through special projects and events.
What is a Stakeholder?
A “stakeholder” shall be defined as those who live, work, or own real property in the neighborhood and also to those who declare a stake in the neighborhood as a community interest stakeholder, defined as a person who affirms a substantial and ongoing participation within the Neighborhood Council’s boundaries and who may be in a community organization such as, but not limited to, educational, non-profit and/or religious organizations.
How Can I Participate?
- Come to a meeting. You are invited to speak during the public comment period. Please fill out a speaker card.
- Request to have an item agendized. Please contact our President with your topic to have it discussed at our Executive Committee meetings so that it may be considered for the Board Meeting agenda.
- Sign up for our emails. We email out our agendas and news to keep you informed.

- Join a Committee
- Join the Board. Board members must be available to attend our regularly scheduled meetings and take the lead in projects in our community. Check our Board Page to see our openings. If you would like to join the Board, please contact our President with your your interest.

Purpose
- To provide an open forum in which stakeholders may discuss and resolve community issues.
- To serve as a voice in the best interest of the community quality of life within the city’s decision making process.
- To monitor the delivery of city services within the NoHoWest NC boundaries.
Policy
- To create a forum in which any individual or group may speak on any side of any issue affecting the community.
- To inform community stakeholders of matters affecting the community and encourage all community stakeholders to participate in all activities of this Neighborhood Council.
- To respect the dignity and expression of viewpoints of all individuals, groups, and organizations involved in this neighborhood council.
- To remain non-partisan in regards to political affiliation and inclusive in our operations including, but not limited to, the election process for governing body and committee members.
- To inform its stakeholders of forthcoming projects. Process for dissemination of information will be delineated in standing rules.
- To utilize the Early Notification System (ENS) to inform the Council and Community Stakeholders of matters involving the City and our community in a way that is tailored to provide opportunities for involvement in the decision-making process.
- To prohibit discrimination against any individual or group in our operations on the basis of race, religion, color, creed, national origin, ancestry, sex, sexual orientation, age, disability, marital status, income, homeowner/renter status, or political affiliation.
- To have fair, open, and transparent procedures for the conduct of all Council business.
Funding
Supported with a moderate amount of City tax-payer money, Neighborhood Councils have approximately $42,000 yearly to spend at their discretion. Typical areas of expenditure include outreach and administrative support, youth and school support, neighborhood improvement projects, community-based events and activities, emergency preparedness, and park and landscape beautification. Organizations seeking support should complete the Application for Neighborhood Purposes Grant and submit it for consideration.
Please plan ahead, it can take 2-3 months or more to approve and process a funding request before payment is sent. The Board can only discuss and vote on items on the agenda, so completed Neighborhood Purposes Grant requests must be received at least a week prior to the next Executive Committee meeting to be considered for the agenda.
