NoHo West recently received a letter from a business stakeholder expressing concern about new parking restrictions on the street of their business without any notification. The purpose of the parking restrictions was to prevent overnight parking of RVs and reduce crime in the area. Unfortunately the restrictions now affect his customers and put his business at risk. NoHo West is investigating this matter and planning to host a Town Hall to explore why the businesses were not notified. Below is their letter. Stay tuned for more information on this.

Businesses Not Notified of Parking Restrictions

Re: Restricted Parking Hours at 7413 & 7415 Varna Ave in North Hollywood 91605

This letter is in response to the parking signs posted on Varna Avenue in North Hollywood restricting vehicles parking from between the hours of 10pm-5am. This is an urgent matter as after 20 years of being owner/operators on Varna Avenue – our entire business is at stake. This is due to a serious shortage of street parking for around 100 tenants who rent space from us.

We have been a part of the community since 1998. We own and operate the properties located at 7413 & 7415 Varna Ave. For the last 20 years we have been a productive part of the community servicing professional musicians with 24-hour lockout rehearsal spaces. We are known as: ABC Rehearsal Studios. Our clients rehearse mainly at night from the hours of 8pm – 1am in the morning. Most of our tenants have day jobs and arrive at our rehearsal studio space in the late evening hours working in the wee hours of the morning.

We thank you and appreciate the action in response to the overnight parking of RV’s and minimizing crime in the area. However, the new parking restrictions have made a detrimental impact to our entire business and other businesses. Our studios are available 24 hours and the restricted parking hours (requiring a vacant street at 10pm) are in the middle of our prime business hours. The new sign provision provides no available street parking for our tenants and visitors after hours. The restricted hours have unduly impacted almost 100 studios and around 400 people. These are local occupants who depend on the street parking on Varna Avenue during the night time hours. We purposely set up an after-hours business because street parking during the day is extremely limited. By staggering our parking hours primarily for night time use, I think everyone would agree this best serves the community.

We have been inundated with complaints of this new parking restriction, it is very negatively effecting occupancy. We are requesting a later parking termination hour, allowing our occupants to park on the street until 1am. This would have no negative impact on our neighboring businesses since the intent is to reduce crime and RV overnight parking. Even with a 1am termination time at our location, no overnight parking could take place.

We did not receive a notice or were we made aware of the planning for the parking restriction until we saw the signs being posted. Otherwise we would have certainly been in attendance and provide feedback on how this affects us and other businesses in the area. This parking change may cause our company to close business. We are active with many of the community organizations in the city including, but not limited to Los Angeles Police Department, Neighborhood watch, Chamber of Commerce and LADOT about the RV situation and other civil matters (see enclosed letter dated, 10.30.2017). However, we received no notice that parking restrictions were going to radically change. Frankly, we are shocked at the new restrictions, especially since no notice was ever provided to us.

After 20 years in business at this location, we are in serious threat of going out of business due solely to these parking hour restrictions. We very much appreciate your help and assistance in this matter. Please contact us with your comments and suggestions on how to remedy the foregoing.
